Moreover, it does not appear that theheart of the present difficulty has beenreached. It may be that future wars havebeen brought under the control of the Ger-man people, but the present war has notbeen; and it is with the present war thatwe are dealing. It is evident that the German peoplehave no means of commanding the acquies-cence of the military authorities of theempire in the popular will; that the powerof the empire is unimpaired; that thedetermining initiative still remains withthose who have hitherto been the mastersof Germany. Feeling that the whole peace of theworld depends now on plain speakingand straightforward action, the president deems it his duty to say, without any at-tempt to soften what may seem harshwords, that the nations of the world do notand cannot trust the word
