Même si l'[[Épidémie de COVID-19 en 2021 dans la Manche|épidémie de covid-19]] a pu freiner la mobilisation, il semble surtout que les électeurs ont spectaculairement marqué ainsi leur défiance pour la politique. | |||

Élections départementales de 2021 dans la Manche
Les élections départementales ont lieu les 20 et 27 juin 2021, en même temps que les élections régionales.
Contexte
Originellement prévues en mars 2021, elles sont repoussées à cause de l'épidémie de covid-19 et programmées en juin suivant en même temps que les élections régionales, d'abord les 13 et 20 juin, puis les 20 et 27 juin.
Mode de scrutin
Le scrutin a lieu au suffrage majoritaire à deux tours avec renouvellement intégral. Le scrutin est binominal et paritaire : les candidatures sont présentées sous la forme d'un binôme composé d'une femme et d'un homme, et inversement, avec leurs suppléants.
Afin d'éviter une trop grande proximité avec les élections présidentielle d'avril-mai 2027 et législatives de juin 2027, le scrutin des élections départementales suivantes est reporté en mars 2028 [1].
Contexte départemental
Au total, 190 candidats, autant d'hommes que de femmes, répartis en 95 binômes se présentent aux suffrages des électeurs dans les 27 cantons manchois [2]. C'est un peu moins qu'aux élections de 2015 où l'on avait enregistré 228 candidats répartis en 114 binômes [2].
Président sortant du conseil départemental, Marc Lefèvre (LR) annonce au début du mois de janvier qu'il ne sollicite pas le renouvellement de son mandat de président [3].

La participation à ce premier tour atteint, comme partout en France, un taux exceptionnellement bas : 32,67 % seulement, soit 18 points de moins qu'en 2015. Même si l'épidémie de covid-19 a pu freiner la mobilisation, il semble surtout que les électeurs ont spectaculairement marqué ainsi leur défiance pour la politique.
Dans ce contexte si particulier, la Manche continue de faire confiance, comme toujours, à sa majorité divers-droite [4]. Certes, aucun de ses binômes n'a été élu d'emblée, mais onze (sur 27) ont cependant dépassé les 50 % de suffrages exprimés, et parfois largement [4]. C'est le cas notamment dans le Mortainais où Lydie Brionne et Hervé Desserouer culminent à 79,63 % des voix ou encore avec des scores dépassant les 70 % à Valognes (78,96 %), à Pont-Hébert (77,24 %), à Bricquebec (74,64 %) et à Créances (71,10 %). Tous ces binômes, largement élus en voix, sont néanmoins contraints à un second tour pour n'avoir pas réussi à mobiliser au moins le quart des électeurs inscrits, comme l'impose la loi électorale. Autre fait à souligner, la baisse inattendue du Rassemblement national [5], qui ne réunit que 17,08 % des voix, soit 7 points de moins qu'en 2015.

La majorité divers droite s'impose sans surprise, améliorant même légèrement ses positions [6]. Il y aura néanmoins de nouvelles têtes dans l'assemblée, 32 au total sur 54 [7], y compris dans la majorité car plusieurs sortants ont succombé dans des duels fratricides. C'est le cas du tandem Gabriel Daube-Dominique Larsonneur-Morel à Agon-Coutainville, d'Anne Harel à Coutances, de Jean-Marc Julienne à Granville et du tandem Maryse Hédouin-Jean-Claude Heurtaux à Quettreville-sur-Sienne. En revanche, plusieurs sortants sont réélus avec des scores impressionnants. Le record est atteint dans le Mortainais par le tandem Lydie Brionne-Hervé Desserouer avec 82,20 %.
Déjà faiblement représentée, la gauche perd son siège historique de Cherbourg 3 (Douve-Divette) à cause de dissensions [8], et celui de La Hague détenu par Yveline Druez [9]. Et elle ne conserve Cherbourg 1 (centre ville) que pour 79 voix.
Le Rassemblement national avait réussi à qualifier cinq de ses tandems pour le second tour. Mais tous sont battus à plates-coutures [10]. Il réalise son meilleur score à Créances avec 25,90 %.
Quant à la participation, déjà historiquement basse au premier tour, elle n'a bénéficié d'aucun rebond, et elle s'est même infléchie de quelques dixièmes : 32,63 % contre 32,67 %.
